Framework agreements are often sold as the easy route to public sector procurement. Pre-approved suppliers. Pre-written contracts. Compliant, quick, and “free” to the buyer. There’s no such thing as a free framework.
The Hidden Cost Behind the Convenience
Frameworks are funded by supplier fees—usually a percentage of the contract’s annual value paid throughout the contract. Every bidder adds this fee into their pricing, inflating the total cost you pay across the life of the contract. You may not see an invoice from the framework provider—but you’re still footing the bill.
In smaller contracts, that might be cheaper than hiring a consultant. But for MATs or larger projects, a consultant delivers more value—and often at a lower total cost.
