Teaching and Learning Responsibility Payments (TLRs)

  1. A TLR is an additional payment that can be awarded to a classroom teacher for undertaking sustained additional responsibilities for the purpose of ensuring high-quality teaching and learning for which they are personally held accountable.  They are split into three categories, TLR1, TLR2 and TLR3 and each have different levels of responsibility and pay.  

  2. A Teacher’s TLR duties include a significant responsibility that is not required of all classroom teachers and:
    1. is focused on teaching and learning;
    2. requires the exercise of a teacher’s professional skills and judgement;
    3. requires the teacher to lead, manage and develop a subject or curriculum area; or to lead and manage pupil development across the curriculum;
    4. has an impact on the educational progress of pupils other than the teacher’s assigned classes or groups of pupils;
    5. involves leading, developing and enhancing the teaching practice of other staff.
  1. TLR 1 and 2 payments are permanent TLRs on the structure subject to a Safeguarding Sum, whereas a TLR 3 is a temporary payment for a defined period of time, piece of work or project.
