From CIF to SEMS: Why Estate Planning Has Never Been More Important

The Condition Improvement Fund (CIF) remains a vital source of capital funding for eligible academies, sixth form colleges and voluntary aided schools. With the current CIF programme expected to be replaced and the introduction of the School Estate Management Standards (SEMS) annual return, schools and trusts face a changing estate management landscape.

Key points to note:

• The current CIF bidding process is expected to be replaced autumn 2028, creating a limited number of remaining opportunities for schools and trusts to secure funding through the existing programme. Early planning, robust condition data and clear evidence of need will therefore be critical to developing successful applications.
  
  
• The new School Estate Management Standards (SEMS) establish a framework for effective estate management, helping schools and trusts manage their estates strategically. From September 2026, responsible bodies eligible for DfE capital funding are expected to complete an annual SEMS return, making reliable estate information, asset records and condition data more important than ever.
